The Ministry of Infrastructure and Water Management (IenW) has asked the Netherlands Environmental Assessment Agency (PBL) to design a national monitoring and evaluation system for the implementation of climate adaptation. The purpose of this National Climate Adaptation Monitor (NMK) is to gain insight into the extent to which we are on track with climate adaptation in the Netherlands. To do so, PBL first wants to know what information is still needed for this, what monitoring is already taking place and which parties are involved. PBL asked us to do this inventory. We published the results in a matrix overview and summarised them in a final report.

What does the inventory entail?

The inventory gives a picture of how climate adaptation is progressing in each policy sector. It also shows what possibilities, challenges and opportunities there are to monitor progress on climate adaptation. Furthermore, the inventory’s final report recommends follow-up steps to develop a policy implementation monitor.

How did we carry out the inventory?

For the inventory, we collected information by policy sector. In doing so, we looked at policies, processes, measures and effects/indicators. To gather this information, we conducted interviews with contact persons from the different policy sectors. We also analysed relevant policy documents in outline. We collected the results of the inventory in a matrix overview in Excel and summarised them in a final report.

What happens with the results?

PBL will use the results of the inventory to develop a monitor of policy implementation. This is part of the second step to arrive at a national monitor. The steps needed to develop such a national monitor are:

  1. Recalibrating the risk assessments
  2. Developing a monitor of policy implementation
  3. Setting up a monitoring and evaluation system for the longer term

These three steps are also described in the scoping study by Ligtvoet et al (2021).
