Like the Netherlands, Bangladesh needs to keep its heads above water in a dynamic delta. Bangladesh aspires to reach upper middle-income status and eliminate extreme poverty by 2030. At the same time, Bangladesh faces substantial risks from natural disasters as well as climate change and typical delta related issues like flooding, riverbank erosion, sea level rise, salinity intrusion, cyclones and waterlogging. Dry and wet season water shortages and growing water demand from rapid urbanization and industrialization are causing depletion of groundwater resources.

The Government of Bangladesh decided to formulate a long-term and comprehensive Bangladesh Delta Plan 2100 (BDP2100). Starting in 2014, the BDP 2100 has been prepared with assistance of the Government of the Netherlands. CAS has been involved in the preparation of the BDP2100 and will be involved in the next phase of implementation. 

Information services

We helped prepare the plan by developing information services that support delta planning and delta management. We created an interactive Delta Atlas that increases awareness and visualises the complexity in a practical and understandable way. We also contributed to the development of the Bangladesh Knowledge Portal. And we organised Delta Workshops across the country. The Delta Workshops are creative and interactive sessions that enable a dialogue on current problems and possible solutions. The Delta Workshops allowed us to gather regional information on the basis of which we could formulate strategies for the Delta Plan.

The Rapid Assessment Tool

Drawing up climate adaptation strategies requires that include trade-offs among various interests. Many stakeholders are involved, there are conflicts of interest and the exact climate effects are uncertain, making this process complex. The ‘Rapid Assessment Tool’ supports the development of robust adaptation strategies. Based on a Multi-Criteria Decision Analysis, the tool assesses adaptation strategies for their effectiveness, sustainability and ability to be implemented. The tool is developed in Excel, making it accessible to many users and easy to share with other parties. The tool can be used in a one-day workshop.
